During the early 1960s, he criticized the Kennedy Administration?s plans to emphasize missiles over manned bombers, as well as opposed Secretary of Defense Robert S. McNamara?s policy of increasing the power of the Defense Department at the expense of the individual military services. He was a skillful floor manager and a crucial force in the shaping of legislation related to the military.
