Army Chief of Staff (1962-1964) who won affirmation of Secretary of Defense Robert S. McNamara for his convincing public defense of the nuclear test ban treaty in 1963 and the implementation of McNamara?s program of expansion and modernization of the Army. As Chairman of the Joint Chiefs of Staff (1964-1970), Wheeler was involved in the Vietnam War both as a liaison to the civilian decision-makers and as adviser to President Johnson. He urged for escalation of U.S. involvement in the region and criticized protestors of the War at home.
