Brooke Leslie Rollins was born on April 10, 1972, in Glen Rose, Texas, a small agricultural community. She was raised on a farm and spent her days barrel racing and raising livestock. Upon graduating from high school, Rollins enrolled at Texas A&M University, where she earned a bachelor's degree in agricultural development in 1994. During college, she served as the first female student body president.

Afterward, Rollins enrolled at the University of Texas School of Law and earned her JD with honors. Upon graduation, she worked for several years in private law firms and clerked for US Federal District Court Judge Barbara M. Lynn. Governor Rick Perry later invited her to serve as his policy director.

Rollins eventually went on to lead the Texas Public Policy Foundation (TPPF), an Austin-based conservative think tank, for 15 years. In this role, she expanded a small policy organization of three members into a national force with more than 100 employees.

President Trump took note of Rollins’ success and appointed her to serve as an assistant to the president and to work in the White House Office of American Innovation. In 2020, Trump appointed Rollins as acting director of the Domestic Policy Council, where she served until the end of his first term.

Following Trump’s defeat in 2020, Rollins and Larry Kudlow, former director of the National Economic Council, formed a nonprofit organization focused on continuing to promote Trump's public policies. In 2021, they founded the America First Policy Institute, where Rollins became president and CEO.

When President Trump was reelected in 2024, he tapped Rollins to serve as Secretary of Agriculture. On February 13, 2025, the Senate confirmed Rollins as Secretary of Agriculture by a 72–28 vote. Later that day, she was sworn into office by Associate Justice Clarence Thomas.
