Cyrus R. “Cy” Vance was secretary of the U.S. Army from 1962 to 1963; U.S. deputy secretary of defense from 1964 to 1967; special representative of the president to Cyprus in 1967 and to Korea in 1968; and U.S. negotiator at the Paris Peace Talks on Vietnam from 1968 to 1969.
