Rufus C. Phillips III

Rufus C. Phillips III was an officer for the Central Intelligence Agency (CIA) in Saigon in the 1950s; a U.S. army officer and adviser to the South Vietnam government in the 1960s; director of rural programs for U.S. Operations Mission (USOM) in 1963; and an adviser for the Strategic Hamlet Program in 1963.
