Georgetown University Law School Professor DAVID COLE writes, “With approximately 2.3 million people in prison or jail, the United States incarcerates more people than any other country in the world. …We have a 40-percent lead on our closest competitors, Russia and Belarus.”  Most U.S. prisoners are black, poor, uneducated, and not a cause for concern for most Americans.
