Michael Hoffman is director for International Humanitarian Law and Policy for the American Red Cross. He has been a member of two diplomatic delegations that represented the U.S. at official IHL conferences. He has also served in Sri Lanka as a delegate for the International Committee of the Red Cross, where he specialized in IHL training and implementation.
