Safeguarding the homeland

Kenneth L. Wainstein is the under secretary for intelligence and analysis at the Department of Homeland Security. He was previously a litigation partner at Davis Polk & Wardwell. While in private practice, he also served as a law school adjunct professor teaching national security law, a commissioner on the Bipartisan Commission on Biodefense, a member of the Public Interest Declassification Board, and in a number of other national security organizations. Before that, he spent over 20 years in law enforcement and national security positions in the federal government, including serving as general counsel of the Federal Bureau of Investigation and chief of staff to Director Robert S. Mueller, III, and homeland security advisor during the George W. Bush administration. Wainstein graduated from the University of Virginia and received his law degree from the University of California, Berkeley, School of Law.

Ashley Deeks, a Miller Center faculty senior fellow, is the Class of 1948 Professor of Scholarly Research in Law at the University of Virginia and directs the National Security Law Center. Her primary research and teaching interests are international law, national security, intelligence, and the laws of war. She is a member of the State Department’s Advisory Committee on International Law, and she serves as a senior contributor to the Lawfare blog. Deeks served in the Biden administration as White House associate counsel and deputy legal advisor to the National Security Council.
