President Trump is only the second president in American history to have two first years in office. Like all presidents, he had to staff a White House and cabinet and move forward on domestic and foreign priorities. Panelists assess how his second try compares to his first.

They also discuss themes raised in the Miller Center’s 2025 Conference on the American Presidency, including President Trump’s record-setting use of emergency powers, how he is navigating a Congress controlled by his own party (including the longest government shutdown in history), and his efforts to improve government performance.

Everett Eissenstat

Everett Eissenstat, a James R. Schlesinger Distinguished Professor at the Miller Center, is a partner in the public policy practice group at Squire Patton Boggs and a global trade expert. During a distinguished government career spanning more than two decades, Eissenstat served as deputy assistant to the president for international economic affairs and deputy director of the National Economic Council. He previously held key roles in the U.S. House of Representatives, the U.S. Senate, and the Office of the U.S. Trade Representative, including twice serving as chief international trade counsel to the chairman of the Senate Finance Committee. He holds a BS from Oklahoma State University, an MA from the University of Texas at Austin, and a JD from the University of Oklahoma.

Chris Lu

Chris Lu is a James R. Schlesinger Distinguished Professor at the University of Virginia's Miller Center. During a public service career that has spanned all three branches of the federal government, Lu’s experience includes both domestic and foreign policy as well as the management of complex organizations. During the Biden administration, he served as the U.S. ambassador to the United Nations for management and reform. During the second term of the Obama administration, Lu served as the U.S. deputy secretary of labor. From 2009 to 2013, Lu served as the White House cabinet secretary and assistant to the president, where he was the primary liaison between the White House and the federal agencies. Lu is a graduate of Princeton University and Harvard Law School and holds an honorary doctorate from MacMurray College.

Kathryn Dunn Tenpas

Kathryn Dunn Tenpas, a Miller Center practitioner senior fellow, is director of the Initiative on Improving Interbranch Relations and Government and visiting fellow with governance studies at the Brookings Institution. She is also an advisory board member for the White House Transition Project. Tenpas is a scholar of the American presidency focused on White House staffing, presidential transitions, and the intersection of politics and policy within the presidency (e.g., presidential reelection campaigns, trends in presidential travel, and polling). She holds a BA from Georgetown University and an MA and PhD from the University of Virginia.

William Antholis (moderator)

William J. Antholis has served as director and CEO of UVA’s Miller Center of Public Affairs since January 2015. In that time, the Miller Center has strengthened its position as the leading nonpartisan research institution on the American presidency and worked with scholars across the University of Virginia to deliver vital research to policymakers and the public. Before coming to the Miller Center, Antholis served as managing director at the Brookings Institution from 2004 to 2014, working directly with Brookings’s president and vice presidents. He also served at the U.S. Department of State and National Security Council. Antholis is the author of two books and dozens of articles on U.S. politics, U.S. foreign policy, international organizations, the G8, climate change, and trade. He holds a BA from UVA and a PhD from Yale University.
