Michael Haltzel is senior foreign policy advisor to Senator Joseph R. Biden, Jr., chairman of the Senate Foreign Relations Committee, and staff director of the Subcommittee on European Affairs. Haltzel is the lead Democratic Senate staffer on NATO and Balkan policy. With degrees from Yale and Harvard, he has taught Russian and Germany History, and has served as director of West European Studies at the Woodrow Wilson Center.
