Ambassador Robert Joseph, Under Secretary of State for Arms Control and International Security, is senior advisor to the President and the Secretary of State on arms control issues. During the Cold War, he argues, the United States engaged in "ponderous and lengthy negotiations" focused on the offensive forces of the superpowers; today, however, diplomats are working to create machinery for "rapid coordination and action when proliferation-related intelligence and law enforcement information becomes available." He holds graduate degrees from the University of Chicago and Columbia University.
