Hanhimaki argues that Kissinger was ?shortsighted? in believing that the ?Soviet Union was and would remain America?s primary foreign policy nemesis. . . dictators were supported in the third world and grassroots movements for human rights and independence were by and large ignored as inconsequential.? Hanhimaki is a professor of international history and politics at the Graduate Institute of International Studies in Geneva.
