William P. Hobby, former Lieutenant Governor of Texas (1973-1991), has devoted 40 years of his life to public service as a naval officer, journalist, parliamentary expert, governmental policymaker, university regent, professor, and chancellor of the University of Houston System. After graduating from Rice University and serving in the U.S. Navy, Mr. Hobby joined the staff of The Houston Post, later becoming the paper?s president?a position he held for 21 years. Before being elected Lieutenant Governor in 1972, he was parliamentarian of the Texas Senate and headed an extensive review of the state?s welfare system.
