Carol Lancaster was the deputy administrator of the U.S. Agency for International Development from 1993 to 1996. She worked at the State Department as deputy assistant secretary of state for African Affairs from 1980 to 1981 and for the Policy Planning Staff from 1977 to 1980. She is the author of Aid to Africa and Transforming Foreign Aid.
