Michael Toner was nominated by George W. Bush to the Federal Election Commission and appointed on March 29, 2002. Prior to his appointment, he was chief counsel to the Republican National Committee. Before that he served as general counsel for the Bush-Cheney Transition and as general counsel for the Bush-Cheney 2000 presidential campaign.
