Strobe Talbott served as Deputy Secretary of State for seven years. He entered government service after 21 years as a reporter for Time magazine covering Eastern Europe, the State Department and the White House, then as Washington bureau chief, editor-at-large, and foreign affairs columnist. A Rhodes Scholar, he was educated at Yale and Oxford. He has published ten books, including At the Highest Levels (1993, with Michael Beschloss) and Reagan and the Russians (1984). He assumed the presidency of the Brookings Institution in July 2002. This Forum was jointly hosted by the Miller Center and the Office of the Vice Provost for International Affairs at the University of Virginia. The talk was delivered in the Dome Room of the Rotunda.
