Jim Owens, Chairman and CEO of Caterpillar Inc.; Gary Clyde Hufbauer, Reginald Jones Senior Fellow at the Institute for International Economics and author of U.S.-China Trade Disputes: Rising Tide, Rising Stakes; and Robert S. Ross, Professor of Political Science at Boston College, and author of Great Wall and Empty Fortress: China's Search for Security, consider whether the tenuous cooperation between the U.S. and China that balances trade, debt, security concerns, and human rights is sustainable. The participants addressed whether the U.S.-China relationship will be volatile or stable; whether our debt dependency, trade, and budget deficits will allow China to gain leverage over U. S. policies; and whether a rivalry between the two superpowers is inevitable. Miller Center Director Gerald L. Baliles moderated the panel.
