Facing rapidly increasing food prices and wage rates, Roosevelt submitted a bill to Congress to stabilize food prices, giving the body less than one month to pass the bill before taking executive action. The President spoke to the American people that evening and clarified the bill's objectives for the American people. Congress passed a stabilization bill on October 2.
