Hours after Great Britain and France declare war on Germany, Roosevelt toes the narrow line between aiding the Allies and maintaining neutrality. The President announces a new proclamation declaring American neutrality. He also implicitly states his support for the Allies, preparing the public for his September 21st proposal calling for a relaxation of the neutrality laws to allow for the selling of arms to Great Britain and France on a "cash-and-carry" basis. Congress passed his proposal on November 3, 1939.
