Franklin Delano Roosevelt spells out his first Presidential term achievements upon his second of four Presidential inaugurations.   President Roosevelt concedes the incompletion of his work, describing “a substantial part” of the United States’ population as being denied some of “the necessities of life,” and promises his continued efforts.
