POLICY PROGRAMS
Former Secretaries of State Baker and Christopher, Co-Chairs of the National War Powers Commission, testified on April 28 before a Senate Committee about the War Powers Consultation Act. The Commission's 2008 report recommended the statute to provide for better consultation between the President and Congress. Baker and Christopher laid out their case in USA Today March 3.
