During the 1992 election, Governor Bill Clinton pledged to make healthcare insurance affordable for every American. As President, he named First Lady Hillary Clinton the head of a task force to develop the program. Because of the significant disagreements between the administration and Congress about the costs, scope, and the political marketability of the plan, Clinton's healthcare reform was not successful.
